Thomas has practiced law in North Carolina for over 19 years and has successfully represented a variety of interests throughout his career. A background working with Fortune 50/100/500 corporations, small businesses, associations, municipalities and nonprofits translates to expertise with any issue.
Thomas works in many areas to accomplish his clients’ goals including the state legislature, state agencies, local governments, Congress and national conferences. His background in legislative policy includes transportation, telecom, technology, Medicaid, health, alcohol, real estate, banking, entertainment, education and insurance. Thomas has been ranked as a top 25 lobbyist by the North State Journal. He has also been ranked as one of the most influential lobbyists by the NC Center for Public Policy Research and labeled an influential and powerful lobbyist by the NC Justice Center.
Thomas has also worked with clients to develop national level state policy strategy and lobbyist hiring plans for corporations looking to increase visibility and legislative prowess in their multistate practice. He uses his network of government relations professionals around the country and a vetting process to ensure the proper professional fit. He uses his experience in dealing with national issues to ensure strategy and messaging are a fit in all settings as well as specific to individual state needs.
Thomas counsels clients on lobbying ethics, compliance and rule interpretations and provides guidance for political action committees. He uses his legal background at the legislature to assist clients with interpretations of the law and legislative drafting. He has served on legislative committees with state leaders and legislators to develop policy. He has been asked to speak on lobbying and the profession in many venues including NC State University, Campbell Law School and the Raleigh Chamber of Commerce and has been a guest panelist and speaker for many associations. Thomas has also litigated matters at the District and Superior court level as well as the Industrial Commission.
Thomas graduated from NC State University with a degree in Communications/Public Relations and a minor in Political Science. He attended Loyola University School of Law where he graduated with honors in Moot Court and was an editor of the Maritime Law Review. Thomas is a member of the North Carolina and Wake County Bar. He was also previously active as a North Carolina Dispute Resolution Center certified mediator.
